Well try this step below maybe it could solve your problem as I did when my Google Chrome won't launch after power outage.
Now let's get started.
Step 1 : Right click the Google Chrome icon then click Properties.
Step 2 : Click Open file location
Step 3 : Now you must be on this folder section. Next thing to do is click the "Chrome SxS" (yellow highlight) on the folder path. So we can go behind the root folder.
Cheat code : Go to C:\Users\"Your PC name"\AppData\Local\Google\Chrome\
Step 4 : Now delete the User Data folder. Don't worry about getting lost your bookmark, extension and etc on google chrome. When you sign-in again they automatically restore all of it.
"I can't find Appdata folder"
If you can't see your AppData folder. Open you Windows Control Panel, open up your Folder Options, click the view tab and tick the option Show hidden files, folders, and drives. Then Apply
Step 5 : Final step! Try now to relaunch your google chrome!! It should open now and retrieve your google chrome settings like bookmark and extensions.
Well I'm guessing why Google Chrome won't open after power outage, maybe chrome reads at boot that is corrupted and failsafe code hard to catch up to auto fix the problem and resolve.
